Because he's not, there's tons of articles and interviews from computer scientists explaining what we have now is so far from Artificial Consciousness. Like ChatGPT is not real AI. It's a well written computer program.
Artificial Consciousness is still a long way out. But calling these programs "AI" is sensationalist and gets people funding. It's all about $$
