This is how AIs such as Chat-GPT work already. It sees pictures and then classify and integrate elements of these in its neural network. The is the exact analogous process of a human seeing a picture and remembering traits of it (in their brain with neurons), and creating a new picture that features these elements.
If AIs recombining elements it has seen in existing pictures is theft, then all artists are also thieves for taking inspiration (consciously or not) from what they see in real life or on the internet without giving any compensations to each sources.
