The reason why OpenAI and IBM are pushing for this is because they are afraid that in 3 years people will be able to have a ChatGPT clone at home. So what they want is for Congress to forbid people from being able to build their own large language models and have to jump through a bunch of hoops only they will understand or be able to afford.
