The technology does exist: machine learning for face-recognition, machine learning for flying of drones, those are the most difficult ones, I can think of. I think the size is probably the biggest limit right now, so you would have to use a much bigger drone and use more power for the machine learning algorithms. But strapping a gun under a drone is known to work as well, it doesn't need to be such a mini drones in that case. What someone needs is knowledge in that field or money or lots or basic knowledge and a lot of dedication and a video footage of the target for doing the machine learning. Am I missing something ? For a simple version there would however be a simple way to counter it though, the target can hide his/her face.
