I am sure the american/chinese/Russian militaries or intelligences already possess prototypes of technology similar to the one shown in the short film.
I think in about 5 years technology like this will be ready for operational use. If we lucky it wont be sold and stored under high security measures so it wont come on the illegal market.
It would only require a server connection for advanced AI features with current technologies but that can change quickly.
