No its not, Art is defined as the expression or application of human creative skill and imagination, typically in a visual form such as painting or sculpture, producing works to be appreciated primarily for their beauty or emotional power.
AI prompters did not do anything, the Ai didn't do anything as it can't create, it's generates and meshes real artist work, its not the same thing.
