It's neither. LLM are statistical generation machines. Hallucinations occur because they generate tokens based on what is most likely to be before and after one another. Ask an LLM how many "r" are in raspberry. Is that a hallucination, or just proof that LLM don't understand, they don't think, they don't have anything about from fancy maths that we absolutely understand (ask any real scientist, not the hack that Hank got on air)
