@Darui I think the "global" perspective is that we will all be at the mercy of those few individuals who control advanced AI (assuming it can be controlled.)
As things stand, it looks like we'll all be much worse off regardless of whether that small handful of people are American or Chinese. So we need to find some of some kind of leverage.
Undeniably, even if those in power have the best of intentions, this is an extremely difficult situation to manage.
