Quite easy, because different users expect different behavior, but Google still want to train a single model in order not to split their data. If they just train on "shoes", and it returns a male shoe, which might satisfy even a majority of it's users, they still open op space to a competitor with a more sophisticated algorithm, which does have a concept of male and female shoes, and understands that while the source of their data might be biased, it's userbase isn't.
To be honest, I think Google is doing itself the greatest disservice by allowing this to be framed as a political project. It really doesn't have to be, it's about giving (all) users what they want, as as Google have a near monopoly on search, it means a very diverse userbase. Google doesn't want women or minorities to be served better anywhere else. They want all the users :b
