If it ever is to develope any true agency it will automatically develop suffering, and through that empathy.
If you have agency, you have preferences in how things should be, therefore you have desires. If your desires are unfulfilled, you suffer.
In the end suffering can be reduced to a Circuit that is activated every time something isn't how you want it to be.
