This (whether insurance companies would insure driverless cars) is an interesting question. I think they absolutely could though. I imagine these cars would store (or be required to store) enough data about obstacles / movement / direction etc. to be able to re-create the accident and determine which car was 'at fault' (in the same way there are rules to determine who is at fault when human drivers are involved). So for an insurance company, they could literally determine how safe a particular maker's driverless tech is and charge premiums based on that.
