Just store enough of it on a blockchain and have protocols for access to anything significant. Maybe one day we do have a whole layered intelligent automation system.. but if it wants access to military things, it would have to request a real human sign off on it. That has been the internet security problem since the internet started. You have data, not identity and the amount of NON HUMAN accounts is ridiculous now. Even with user accounts on site X Y or Z, the password could be stolen, authentication itself cloned, the user's PC trojaned, the list goes on and on.
Quantum safe next-gen biometrics are almost here, in dev for a long long time. The promise is tamperproof identification and it doesn't store any data. Only the "ZERO KNOWLEDGED" result of being the actual human who created the account. Even a clone of you wouldn't authenticate because when it grows it wouldn't have the same veins and capillary network inside your finger.. IR (heat based) so you can't be dead or cut off their finger, stress also corrupts the results...
