Disagree. The fact that you said "ChatGPT is a neural network that parrots back without any true understanding of the content it generates" indicates that you seem to have a shallow notion of what understanding and learning truly is. They definitely understand and learn. Perhaps in some areas not as well as us especially in human interaction. What is truly amazing is the rate of progress which we only get a glimpse of. Its probably that, already, only a fraction of their capabilities is evident through the low bandwidth output through which we interact with them.
