Keep in mind that Wolfram, is the king of CA's. He's on par with people like Alan Turing and is a pillar of todays modern understanding of Cellular Automata. He's not running Cellular Automata with Python Code (the first programming language you learn in CS major) hence the joke.
He makes similiar jokes on his livestreams (Such as the universe being run on a macbook air, as a comical thought) But his philosophies, which he is serious is about, is that all systems are computationally equivalent (that any assembly is capable of Turing universal computation) And this kinda gives away that comments like these are jokes and not to be taken too seriously.
