I was thinking along the same lines.
I've been to Uruguay - they have plenty of fresh water. It just needs to be treated.
Maybe these companies can bring the money needed to fully develop their water infrastructure so everyone has access to clean drinking water, which they have never had before (at least, not to the standard of fully developed nations). Blaming a company proposing to build something there now for the lack of progress over the last century is rather misguided.
