So-called "AI Bros, those who are gung ho pro-ai-at-any-cost-everywhere-yaharrr" aren't the only ones working on this tech... and that requirement would kill off people being able to volunteer their works to be used for free, or make models using creative commons works which are free to use It'd literally put the tech in the hands of the people that you proposed this idea to stop/hinder/slow down!
