AI is not a tool, it's a service. It also doesn't give you your idea back at you, it regurgitates a chimera of other people's art that it has stolen. That's why it's doomed, because eventually it would only be able to feed on its own garbage. I seriously doubt Kishimoto stole the backgrounds from another artist and I also seriously doubt the process is remotely similar to AI.
As for the disabled, look up Frida Kalo. Disabled people have been artists for the entirety of art history.
