Because AIs aren’t programmed like that. They learn from data we train them with by modifying weights in a neural network. We are at a very rudimentary state of being able to examine these weights and understand what they do. We currently do not know how to encode a “prime directive” into the weights, such that we know the AI will not be able to violate it.
