Ah dam my comment got deleted I guess. Thy aren't great at seeing ppl in general but it is worse for black ppl mostly because of they way they work. They track landmarks on the face by light. I cant say all but most dont actually track skin color at all, it just happens to be the cheapest way to do it. There's another way face recognition can work but essentially putting those ping pong balls on ur face but digitally. They work better for black ppl because they don't use light but they are like 10x more expensive. Also they don't really work as well at a range I would assume police would need them at or as fast as they would need them.
Its not necessarily racism, its just kinda the best most places can get at a reasonable price.
