Unfortunately it IS biased by default. At the moment we can detect it. Ask it questions (the same ones) about Donald Trump and Hilary Clinton and you can see it's biased politically left.
Most likely because the data it was trained on was biased. But remember, people have to select the data and construct it in a certain way to train it. MAYBE they tried to do that without bias but they are PEOPLE with biases they might not even be aware of, and so that could have just crept into the data unknowingly. Or they did know and wanted it to be left-leaning.
Who really knows? This is one reason why Elon Musk wanted OpenAI to be OPEN and not a private for-profit enterprise. Hence he quit.
