With all of these being done it makes the flying of millions of unsuspecting commoners accross the world safe.....

Because that's where we're headed with driverless cars there would be people sitting in RTC or road traffic control rooms who will issue traffic commands to the vehicle, if any accident occurrs it can be due to all the factors you mentioned and all of them will be investigated to see what needs to be changed
