Actually level 5 requires driving everywhere in all conditions. Driving without a human driver being present qualifies as level 4, even if geofenced.
But levels aren't everything. For example, Tesla FSD is technically level 2, yet it is far superior to Waymo which is level 4. The difference is that Tesla is capable of level 3 on all roads everywhere (though currently nerfed to level 2 for the general public, a limitation that will soon be lifted), while Waymo is geofenced, doesn't do freeways of coutry roads, and entirely dependent on pre-mapping.
