When we say superintelligence, we are already talking about an intelligence that has superseded the intelligence level of humankind. Its like another human with its own brain and motivations. Just like how we as human can't control the brain and motivation of others - the reason why war, crime, unjust exists, in a similar way once AI becomes superintelligent, anyform of surveillance, control, rules may not guarantee 100% safety for us. Given there will be different levels of superintelligence since many companies are in the race, some may follow rules while some may break. Just like how government laws, religion, morality and ethics control only the few in today's world, same would be the case for all these different superintelligent AIs.
