The software learns by being exposed to different faces, then getting feedback on the accuracy of the resulting recognition. Obviously the programmers didn't expose the AI to enough black, particularly black female faces for it to reliably work. Was this purposely done? Probably not, but it does show an implicit bias or shortcoming of the production team.
