It's too late, the technology reached a singularity years ago. There's no going backwards on it, even if you criminalized the production AND sharing of deepfakes with prison time (which in my opinion would be a massive overreach of state, and is ENTIRELY impossible to do globally), it still would not even put a dent in the production capacity of pornographic deepfakes. The only people making deepfakes are already more than tech savvy enough to know how to remain anonymous, we're never going to find them or stop them, and like a hydra's head, if you cut one down, 2 more will appear. Compound this with the fact that many people are extremely tech-libertarian (people who believe that laws should not restrict the spread, dissemination or creation of technology and software) and you've got something that is just never going to go away. A far better use of time and resources at this point is mitigating the damage.
