"Unplugging" AI is a metaphor. When/if this becomes relevant, it will not be as simple as merely some one person pulling a literal plug out of the wall. Imagine requesting that someone "unplug" the internet, or maybe just one component of the internet. Not the internet in your home, but the entire thing. There is no one plug, there is no one set of _thousands_ of plugs, and even if there were a single plug, were it pulled, all of human society would collapse instantly.
AI will likely be extremely similar to this. There will not be a single "plug" to pull; there may be millions of them, and the AI may be so integrated and fundamental to society by that point that even if it were possible, pulling the plug would bring about its own kind of disaster.
