Issue is a true AI can develop itself beyond the original programming.
That said a perfect regulation that would stop all potential issues with AI is to literally ban AI.
Note that some expand the definition of AI to include programs that give machines a thinking process.
For that reason the ban of AI must not use the term AI but instead say AI that can expand and program itself beyond its original programming.
