@L.C-x3eAgreed. Qualia would be far more difficult than Consciousness. I don't think a Neural Network with artificial Neurochemicals will happen in my lifetime. A rudimentary consciousness with no Qualia I think it's possible. So the system would have a Will of it's own yes, but it would be very alien as it is purely informational and probabilistic.
