The reason the software determined this woman was the perpetrator, is because it is not as capable of discerning differences between POC as it is for caucasian and lighter skinned people. This is nothing that should be surprising to anyone who keeps up with current events. Just as it was stated in the video, this has happened several times. Facial recognition should not be used as evidence to arrest someone. It should only be used to identify suspects and initiate further investigation.
