What advantage is there to have, if you are able to prevent development altogether? Which we can absolutely do; there are viable plans that could pretty easily prevent large AI training runs.
There is no such thing as overregulation when it comes to the end of human existence. Do you value some abstract notion of progress more than the lives of your loved ones?
