LLMs are not sentient. Calling their process of amalgamation "learning" or "training" is more of an analogy than anything, and at this point is a misnomer.
So yes, there is a difference between someone learning to draw from your artworks, and someone using your art in a commercial product without your consent.
And by the way, it's also possible for a human to plagiarize. Tracing, for example. So even for people, there's a difference between learning and copying.
