No one said they wouldn’t. If people like Trump are in control yes they might. Trump already put a ban on states regulating AI for 10 years with no plan for the federal government to regulate it. So anyone can, but then so can the others. Just like with nukes. If everyone has the capability of responding with the same, they think 2,3,4 times about using it.
