He's basically asking them to regulate thin air. The progression of AI will continue with or without the United States's involvement.
Just because we as a country decide to dumb ourselves down because of some billionaire who's actually just fearful for his company, does not mean other countries will follow with the same decision.
He doesn't want Tesla competition. That's all this is about. An openly accessible artificial intelligence machine would make developing a self guided vehicle system much simpler and better than what he's already produced.
