I'd say that it can qualify as art it's just that the method of doing so is just diabolical and harmful to people who put in effort.
I find no problem with using an algorithm to take a database of your own works and other people's with their consent of course - I think the problem is that people think that they are out-moding artists by engaging in this without any humility or appreciation of all the work they've stolen.
