If you say the ones who make the AI will have override control yes unless it gets too complex. The more complex it gets the less sooner we realize what we just told it to do might do more harm then good. Which government in the world can actually enforce regulations?
We already got AI determining who gets treatment priority take that as a learning step and crank it up more. Honestly it just requires AI getting advanced enough to manage critical infrastructure, goals that prioritze effieciency, humans who choose AI recommendations because they see it as "optimal", and enough integration that makes stopping AI cause societal collapse.
