My theory is that humanity was already the paperclip maximiser and the club of Rome with connection to elite devised way to reduce our productivity with regulations and work of negative value. They decided to use the government, NGO, taxation, bring women to work, use cultural means to reduce the population and make productive extractive work costly and negative work rewarding.
