I agree, if you want your autonomous weapons to attack indiscriminately.
However his point is that to make such weapons fully autonomous that correctly attacks only enemies and not just anything that is a human or a vehicle, it is far more complex.
Killing randoms who are in the wrong place at the wrong time would be frowned upon by most countries, and may be political suicide.
