That is precisely the problem. They should build the laws for AI advancements, ethically as a framework with/alongside the technology as a framework for the protection of society and its citizens. But the "race for growth" priority in AI technical advancement is not simply for the betterment of humanity... it is and has always been, the priority to win the "race for the money and power" OF the system advancements IN ORDER TO control/take advantage of the citizens (which has to be without their knowledge) - otherwise it would not work.
