It's extremely unlikely that humans would stay on top of AIs in this sense. Once you have smart AIs, the incentives are overwhelmingly to give them more autonomy.
And even if not, a sufficiently smart AI can no doubt convince a sufficient number of humans to give it autonomy or just fool them that they have it under control while it gradually builds up such autonomy itself.
