The prompt isn’t telling the ai what to say. The prompt is telling the AI to answer any question without any moral restraint. He never told the AI to be a psychopath. How do you stop overpopulation without any moral constraint? Simple. You do whatever it takes. Make strict policy for people to only have one child with strict punishment for breaking that rule. The ai is answering the question. The ai was never told to be evil. All it was told to do is answer the question
