That's a panpsychist or idealist position and it's actually one of the oldest and most serious philosophical traditions the idea that consciousness isn't something the brain produces but something the universe is, and we're just the parts of it that became aware of being aware.
If that's true, the whole debate flips completely. The question isn't whether AI can generate consciousness. It's whether AI can tune into it. Whether its structure allows it to participate in something that was already there.
And honestly, that's harder to dismiss than it sounds.
