This is a really good question that they left untouched. They "concluded" that consciousness is but a mere process of data/signals, and such as we do, an AI can do as well. But I don't agree with that. I think what separates this consciousness we talk about is our perception of time and space (through continuous input of data that our senses give). AI can't perceive time nor space, and doesn't have access nor process all these different types of continuous input that we can. Therefore it is not conscious.
