I don’t think his thinking necessarily stops there. Just a few minutes prior he points out how a politician isn’t knowledgeable enough about ai to even begin to regulate it(calling it a1 instead). I think he understands that our current politicians are ill equipped for those lofty discussions, but ultimately the goal would be to produce a generally highly educated society which would produce more educated politicians to form a more knowledgeable government that then would be more prepared and have the mental abilities to properly regulate things that may be harder to understand, such as ai.
