You need it on an international scale to work though. Otherwise, whichever country that does not enact such rules will pull ahead, even if its populace is worse off for it. I think the better proposition is to force nationalization, and eventually set up something along what Demis Hasabis proposes: a CERN for AI. Make it something that is treated with even more care than nuclear, and then have international treates to not allow any private actor to access AI. Over time, as we figure out what is safe and what is not, we could then run it globally for the betterment of all. Sounds like a pipe dream, but it probably is the only way we don't bolt for dystopia.
