That Japan can rebuild roads far quicker, and the introduction of new agile robots which will get far cheaper over time, I wouldn't be so sure.
Unlike road/construction workers the robot doesn't tire, need sleep or breaks & a simple battery pack change can have it working again day, night, rain, hail, shine.
