@Siliconversations actually what you mean to say is proliferation which is a concern enough to block but they will still innovate by trying to cut any corner they can. Regulation for them is a suggestion when the CCP wants something. And so far ai on its own trained on a single pc has yet to accomplish anything noteworthy that would pose an immediate concern so its easy to see why US defence will fall for that "but China!" trick.
