That's not exactly true with AI. Within AI is a lot of moving parts that make it more than just a big ol' encyclopedia of knowledge. Machine learning and the development of large language models involves taking massive sets of data and feeding it to a machine that goes beyond memorizing the information provided within the dataset - it analyzes and learns the context, inferences, logic, and patterns that were used to create that "data" by people, and has been trained to make it's own decisions based on those learned inputs.
Neural networks are the foundation of generative AI technologies. Think of it as a computerized version of the human brain, but instead of neurons sending and receiving electricity, the electricity is sent between millions of computer nodes. There certainly is artificial intelligence.
