Many said the self-driving would be better than humans but that is clearly not true. Of course we can blame the tool. We put in seat belts for that very reason, and made cars take more of the impact than the passengers in crashes and so on. The tool was imperfect. Even if one was sitting still in a car...and another car hit it...we need the car to be the safest it can be.
