It's not racist. Its biased but not inherently. In statistics bias is the likelihood of an algorithm to overpredict or underpredict a result. What i mean by not inherently is that the algorithm, if given a large and diverse data set , will be less biased. In the camera example, the data set used didn't have enough Asian people in there so the algorithm was less likely to assume the person was Asian and more likely to assume they were blinking. The algorithm is blind in a way and just computes an approximation of what you give it so it's not racist, just biased towards certain features since it was trained on a mostly caucasian data image set. It's hard to distinguish these features but with larger data sets you can reduce bias and as we say in machine learning, make a more 'robust' algorithm.
