The Westlaw "headlines" were actually summaries of the judicial opinions included below them. While the judicial opinions are in the public domain, the summaries of the opinions are proprietary works which Westlaw owns the copyright to.
The critical value of Westlaw's summaries (the "headlines") is that they allow attorneys and paralegals to more quickly determine if a judicial opinion is relevant.
